Chris troutman, no one ever claimed that it's an academic paper. It's being cited as a web page, which is published online as part of the University Archives' website, specifically ฐานข้อมูลบูรพาจารย์มหาวิทยาลัยเกษตรศาสตร์, or Database of Historical Personnel of Kasetsart University. This site is clearly under the editorial control of the Kasetsart University Archives. And it is certainly published. Something that is not published is not available to the public. It's not that the university as an institution is a problem. The webpage you want to use looks like some student's writings being hosted on the university server. For that reason, it fails WP:RS. To editor Chris troutman: You have to start from [1] which is homepage of Kasetsart University Archive. The last link of the main content is Database of University People produced in commemorative to 60th Anniversary of Kasetsart University [2]. And from the second link on the left, goes to President of the University Council page [3] where Pao Pienlert Boripanyutakit was one of them and it links to his biography page. That Database of University People page [4] is also linked from the University's history page [5].
