confusing

I am a little confused by this article because it never clearly states exactly what this building is. The lede paragraph doesn't say at all. Later in the article it says that there was a proposal for a town hall and civic offices, but then it says the proposal was revised to just be for civic offices and not, I assume, a town hall. What does that mean exactly? What is a "town hall" and "civic offices" in this context? Was this building the place where the city council met? Renaming of article

I've never heard of this building referred to as "Our City", which I think was a pre-earthquake name for it. More recent sources do not use this name, and refer to it instead as the "Municipal Chambers", "Old Municipal Chambers" or "Christchurch Municipal Chambers".
