[edit]Hoetzsch was on the board of the ARPLAN society in 1932 (Center for the study of the planned economy), which had communist members and good connections to the Sowjet Union. In 1932 ARPLAN members went to the Sowiet Union. Hoetzsch taught at the famous Berlin private, later state university DHfP (the German Institute of Politics). Hoetzsch was in charge of a study group in Außenpolitik there.
