Too far too fast?

This bon mot in isolation is left just swinging in the wind. The reference given explains nothing. Looking around, I think the intended meaning is that Banker's battle to improve the shift pattern in the name of safety is what later gave impetus/credence to Nader's battles of the same sort. But I might be making that up... Without a *good* reference to this statement I'm thinking of pulling it out, as it *sounds* like made up fluff.
