- I've added the reference. It's a complex process described by a 46-page document, but generally you climb up a class every 5 years, until you meet the ceiling specified by your rank in the civil service. The highest class of the order is granted to the two highest ranks of civil servants. --Paul_012 (talk) 05:34, 26 July 2018 (UTC)
