I've tagged this statement for citation and clarification, as it isn't clear whether it refers to all classes of the order, or just the lower classes. — Sasuke Sarutobi (push to talk) 09:06, 22 July 2018 (UTC)[reply]

I've added the reference. It's a complex process described by a 46-page document, but generally you climb up a class every 5 years, until you meet the ceiling specified by your rank in the civil service.
