Adding content on Criminal Investigation Division and Deleting Content

The title of this article is "Office of Enforcement and Compliance Assurance", which is a major office within EPA Headquarters. Therefore the article is supposed to describe the overall OECA organization, mission, functions, etc. (At the moment, the description of OECA is rather incomplete.) The Criminal Investigation Division (CID) is one unit within OECA. If the CID itself is notable and worthy of its own article, then a separate article on that topic can be created. Or, a CID section may added in the current article. It is not appropriate, however, to delete existing content about OECA and change the topic away from the title of the article.
