Deserves major expansion
[edit]Deserves major expansion. Among other things:
- discussion of countries in which this has long been routine (e.g. the UK)
- discussion of the controversy over its introduction in NY 40 or so years ago, and whether it succeeded in suppressing the illegal bookies. Unless I'm mistaken, at least at some point the state got greedy enough that they were actually giving worse rates than the bookies.
