Before I touched it, the article said that the Festival started in 1982 and ran for 18 years, ending in 2009 - but that would be 28 years. The sources referenced by the article confirmed an 18-year run ending in 2009, so I presume the Festival started in 1992, and have adjusted the article accordingly.
