  1. Lead: Downtown should be lowercase. RD: "At milepost 0.22, the route interchanges with Interstate 78 ." - fix period. Downtown again. "with which it forms a concurrency with.[1]" - no second "with". My main concern for section 1.2 is that it's basically the junction table in prose. Would it be possible to add other details that are not apparent from the junction table? History: Downtown again. What river was rerouted? "dumped" seems a bit too colloquial. So does talk.
  2. Remove cite from lead. History 2nd par: combine last 2 cites.
  3. Neutral, stable, images good.
