National Highway traffic passing through Manipur is always disturbed by non state actors which are mostly people residing in the hills of Manipur to pressurise the Manipur Govt to fulfill their demands.

The condition of the National Highway passing through Manipur in very bad condition and specially in rainy season, it becomes very difficult for the truckers to drive on the road. On top of the bad road conditions, many a times non state actors block the highway to get their demand from the Govt of Manipur. These non state actors are basically people who resides in the hills of Manipur. Although the country of India has many laws prohibiting National Highway blockade but so far no individual or organisation has been prosecuted for committing this is crime.
