second and third paragraphs

I'm not so sure about the second and third paragraphs. They venture a bit from the strict definition laid out in the Kerry report. Additionally they run a bit close to being opinion. I felt strongly enough about their quality to write them, but if a more hard nosed editor were to come along and delete them or re-write them, I would not feel it a betrayal to the article. --Cjs56 22:01, 26 January 2007 (UTC)[reply]
