Promoting Hue ahead of time

Someone has gone through, promoting Hue to municipality. Hue is due to annex its province, and become a municipality very soon, BUT IT HASN'T HAPPENED YET! And the person who has gone through this has not been consistent in changing the information throughout the articles.
