Why?

Article says: "This was typical practice in the Canadian market, where smaller towns might have only a single dealer who was expected to offer a full range of products in various price classes."

To solve this problem, why didn't Ford dealers just sell some Mercuries, and Mercury dealers sell some Fords? Simpler and cheaper than inventing two new marques, especially when those new marques were simply rebranded Fords and Mercuries anyway.
