Bivins meets the WP:GNG requirement for notability. He hasn't won any awards, but his coverage of inflammatory and controversial events has garnered its own coverage, which is quite meta. He hasn't been interviewed by the New York Times, but being interviewed by the Washington Post, along with the other mentions in the media over time, is pretty powerful.
