Investigation into malpractice

This section lacks sources. The original source used was the Daily Mail, now removed. I can't find any other sources that specifically link Michael Todd to the investigation. The probe into payoffs looked into the conduct of David Whatton who actually signed off the agreements; no evidence of criminal wrongdoing was found and the IPCC found no reason to investigate. If it should be mentioned in any article it should be that of Whatton, it isn't mentioned there and it shouldn't be here either. I propose deleting it unless anyone can find sources to back up its inclusion.

Further to the above, I've included a short section on the enquiry that took place after Todd's death, sourced to the BBC & MEN. The allegations originally contained within this article came from the Sunday Telegraph (repeated in the Daily Mail) and were retracted in 2013 following a successful libel case.
