Modern linux supports /etc/motd
[edit]I just tested latest LTS version of Ubuntu 22.04.3 LTS and even though file /etc/motd does not exists, creating such file with text will make it be displayed on next login.
"man motd" says: The contents of /etc/motd are displayed by pam_motd(8) after a successful login but just before it executes the login shell.
Therefore following article text can be removed/edited:
