Amendment Proposal

[edit]
  • Is it worth amending the last sentence "though the ability of Councils to require additional energy efficiency measures in new buildings was removed."? The amendment to the Planning and Energy Act that revokes this power has not commenced, has no commencement date and was originally intended to commence with the introduction of Zero Carbon Homes in 2016, which will now not commence either. As a result, LPAs can still set standard for energy efficiency in new homes above building regs, though this might be capped at the equivalent of CSH4 depending on how much weight you give to Written Ministerial Statements. https://www.gov.uk/government/speeches/planning-update-march-2015
