Civil "governor"

According to the Biographical Directory of the United States Congress, Maurice H. Thatcher was civil governor of the Canal Zone, not military governor. According to Panama Review: Thatcher Ferry Bridge - Linking the Americas, he was Chief of the Department of Civil Administration which controlled Canal Zone civil affairs and he was later referred to by the unofficial title of "First Governor of the Canal Zone".
