Since when does FIFA stop players who played for one youth national team from changing? The rule has always been if a player played in a competitive game for a senior team they couldn't change, but even senior team friendlies don't make them ineligible from changing (Kevin Nolamn played a friendly for Ireland but could still play for England if called up).
