Minister of Communication

There is this one reference in English [1] which seems to state that he was Minister of Communications in the second Okuma Shigenobu cabinet (though it is vague, since it lists him as "or" along with Katsundo Minoura). However, reliable sources like Kotobank mention nothing about him serving in the cabinet, and lists of Ministers of Communication do not include his name (ja:逓信省#歴代の逓信大臣等).
