Also corroborating the fact that he did not win is that Lee Hoesung was the first Korean winner of the prize in 1972, and the second Korean winner did not come until 1988 (Lee Yangji), by which time Tachihara was already deceased. I believe the confusion is arising because he was only nominated for the prize, but did not actually receive it; see Wilson, Michiko (April 1986).
