Justification
[edit]Elon Musk goal is to create self sustaining city with its own government and law on Mars which is Mars Base Alpha. this is inevitable (https://www.independent.co.uk/life-style/gadgets-and-tech/elon-musk-spacex-mars-laws-starlink-b1396023.html) Plus he will use most of his billions to realize this. And also Moon different from Mars
