Removed "Needs Cleanup" tag pending identification of specific issues to tackle

I chose to be bold and removed "Needs Cleanup" tag pending identification of specific issues to tackle. I'm not certain what work needs to be done to bring the article up to spec, and if I don't ask for specification, I feel the tophat might end up remaining up there needlessly for a very very long time.
