Is there a source stating how many Malaysian citizens are in NK?

Right to leave and return to home country

North Korea violated first the UN Universal Declaration of Human Rights provision of one's right to leave another country and return to his/her home country. Although Malaysia was in the right to begin with, why did its government make the restriction reciprocal?
