Needs major cleanup

Questions about the luxury tax "process". Not questions about how it is calculated, but how the feces involved is handled.

This article is probably a thing of beauty to a CPA. I imagine that people who are baseball statistic mavins have all the nuances of the luxury tax down cold. But to me, this article is a lot of trees. It would be good if someone would explain the forest.

It would be a tremendous improvement to this article if the "process of how the feces of the luxury tax payment is handled" was explained.

I have deduced by careful reading, that the luxury tax calculation is made based on a team's players' salaries and that the accumulated luxury taxes are distributed back to the "teams". But beyond that, the process is pretty fuzzy.

It would be good to make this clear. So I have some questions, probably not presented with the best organization, that would provide some "significance pointing" that could start to clear up this fuzziness. Undoubtedly I have not fully plumbed the depth and width of the vagueness, so my questions should only be considered as a starting place.

Who has the responsibility to perform a team's luxury tax calculation? Is it the team itself or does the Commissioner's Office do the calculation, or does MLB have an accounting firm calculate it? How does this work? Who verifies that the amount of the luxury tax is correct? How are all of the salaries of baseball players made available? Is this information in the Commissioner's Office? How are the salaries verified?

Clearly, the luxury taxes are paid to "somewhere". And from that "somewhere", the Commissioner's Office distributes it according to the agreement. Probably, that "somewhere" is an interest-bearing account. Where is this interest-bearing account? What financial institution holds this account? It seems that it should be some Is it some sort of escrow account.

If a team pays a luxury tax, does it get some distribution, or do only teams who don't pay a luxury tax get some distribution?

It would be good if this article would present the "results" (from start to finish) of an actual luxury tax situation for a "season" (I guess "season" is the correct term).

Inquiring minds want to know.
