Cahaba, Alabama, was the purpose-built capital at the junction of the Alabama River and the Cahaba River, but it was very prone to flooding and the capital was moved to Tuscaloosa. Notes from the article on Cahaba:
"At the old territorial capital of St. Stephens, a commission was formed on February 13, 1818, to select the site for Alabama's state capital (beginning with statehood in 1819). Cahaba was the site chosen and was approved on November 21, 1818. Due to the future capital site's being undeveloped...a temporary capital was chosen in Huntsville. Louisville, Georgia, was the purpose-built capital following Augusta/Savannah and preceding Milledgeville. Louisville was very prone to flooding, and it was the capital for only about 10 years. Austin, Texas, was the purpose-built capital of the Republic of Texas, which after a number of years, became the State of Texas. Vallejo, California, was the purpose-built capital until it was found to be prone to major flooding, and the capital was moved to Sacramento.
