[edit]I believe the mention of "Military Officers (commissions and promotions)" should be elaborated. Certainly not all commissioned officer promotions go through the Senate. There is some minimum rank beyond which you need the Senate's confirmation to be appointed (which also implies that it is nominally the President, not a military officer, deciding who to promote at this level).
