Fully implemented? According to who? In comparison to what? Nikola 18:00, 23 September 2007 (UTC)[reply]

It's a valid question and should be explained in the article per Organic certification. For example, in the United States, the National Organic Program did not become "fully implemented" until 2002, so prior to the time, "not fully implemented" would have been an accurate assessment. —Viriditas | Talk 04:37, 15 November 2007 (UTC)[reply]
