Instructions. Copy the rates table to a sandbox. Then copy the counts table. Then copy the counts column and paste it next to the rates column. See:

Substitute commas for spaces in counts column:
"c." (circa, indicates "approximately"). Template:Circa/doc/sortable. See:
Add flags. Link countries:
