This is confusing, but since I've tried to answer my own questions I may as well share those answers.
First the image shows Billie Eilish against a plain background. She is wearing sunglasses, and the center of her hair hair is bright green and the rest is black. It seems like a good representative photo.
The image comes from Voice of America the official external broadcasting service of the federal government of the United States. As a government publication the images might be Public Domain, but they might be republished from the Associated Press and subject to copyright. It is not clear if this image can be freely used by Wikipedia. There is a chance it might be deleted, so now I understand why User:Elizium23 changed the article to use the different image.
Unfortunately the other image suggested to replace it shows Billie Eilish with her head and face covered. I do not think this is a good image choice, and it comes with other problems too. The image was captured from a YouTube video by Cosmo UK and was marked as Creative Commons (CC-BY) but they later attempted to revoke that CC licensing (apparently they cannot legally revoke it). I think it would be better to wait and see what happens to the first image, or pick a whole other image entirely. -- 109.78.203.194 (talk) 03:52, 6 May 2020 (UTC)[reply]
