According to the records at NARA (dispatches of John Hamm and Treaties on rolls of Microfilm), and also according to his great grandaughter Betty Finley he was the first to be noted as Ambassador to Chile. A minimum of the treaty he negotiated with Chile having elevated the rank of the US representative to Chile can be determined from a reading of the 2 sources at NARA in DC.

Richard Pollard was linked to an article about Dick Pollard of the 20th C, and it was also entangled with a redirect.
I removed the brackets here temporarily ending that problem. If anybody writes an article about the guy listed here then the brackets can be replaced.
