Citation issues

You can't cite one map for a change as is being done here. You need to cite the map from the date/year before the change and cite the map from the date/year after the change. When dealing with annual issues of maps, if a highway were initially opened to traffic in 1984, you'd need to cite the 1984 (before) and 1985 (after) maps. Otherwise, a reader attempting to verify the change can't see that it wasn't yet open when the 1984 map was printed, but it was when the 1985 map was issued.

Following on, if a map has grid sections, these must be specified in the citations. We wouldn't tell a reader to skim through an entire book to find the sentence or paragraph that backs a piece of information in our article, nor should we force that same reader to look over an entire map to find a roadway when we can narrow it down to a specific grid section or set of sections.
