Tone of "Development" Section

The tone of the section titled "Development" does not seem encyclopedic. It also does not do much to describe linkage institutions. I am not very experienced editing Wikipedia pages, so I do not feel comfortable making direct changes to the article. I think the section should be flagged for tone, but I do not know how to do that. Can someone flag or edit the section?
