"وقد جاءت هذه الدعوة في احتفال بثته قناة العراق الفضائية حضره أعضاء مجلس قيادة الثورة والقيادة القطرية لحزب البعث الحاكم جرى خلاله تقليد صدام حسين «وشاح الجهاد وترس الجهاد لتحرير فلسطين وتاجها القدس» من قبل المجلس التشريعي لمنطقة كردستان للحكم الذاتي وهو مجلس شكلته الحكومة العراقية ومقره بغداد،" - Google translate: "This call came in a ceremony broadcast by the Iraq Satellite Channel attended by members of the Revolutionary Command Council and the regional leadership of the ruling Baath Party, during which Saddam Hussein was awarded “the scarf of jihad and the shield of jihad to liberate Palestine and its crown is Jerusalem” by the Legislative Council of the Autonomous Kurdistan Region, a council formed by the Iraqi government and headquartered in Baghdad," Another ref, https://www.algardenia.com/maqalat/45853-2020-09-01-19-39-10.html , outlines that "...وبعد سحب النظام لإداراته جميعاً من كردستان الى العاصمة بغداد ومن ضمنها رئاستي المجلس التشريعي والتنفيذي ..." ('...after the regime withdrew all its administrations from Kurdistan to the capital, Baghdad, including the presidency of the Legislative and Executive Council...'). --Soman (talk) 12:52, 28 September 2023 (UTC)[reply]
There is a bit of an Arabic grammar quirk here, that the google translate isn't capturing well. The sentence that begins "في عام 1989 جرت انتخابات", but then after "وبعد" it is essentially a separate sentence. Clear the move to Baghdad was preceded by the 1989, but it not as if the move would have necessarily happened immediately in 1989. --Soman (talk) 14:50, 6 October 2023 (UTC)[reply]
