"Not accessible" does not equal "not verifiable". We are supposed to WP:AGF offline/paywalled sources unless there is good reason not to. Such sources are verifiable, just not so easily. A comment like that at the head of the article is likely to lead reviewers to unnecessarily fail it. It shouldn't be there unless you have some real concerns.
