Unfortunately, having given this a read, I think I will have to give this a WP:QUICKFAIL. This article is not currently illustrated with any images, and I think it is still too brief to really cover the necessary amount of detail for this to be considered a Good article. I highly recommend giving the Good article criteria a close read and try to expand this article further with illustrations and further information, and then submitting it again when it is further developed. For instance, this article does not provide any information about e.g. reception to the amendment, how it was negotiated, whether it has been successfully implemented etc. Feel free to ask for more information on my talk page.
