It is a town as per Indian government classification

@Ajaygoyal92: According to Indian government, an urban area with population of ≥ 100,000 (1 lakh) is called a city. See the source [1]. This settlement has a population of only 15,093, which makes it a Class IV town, and not a city. Your source "euttaranchal.com" is not WP:RS (unreliable), not to mention link you provided in the edit summary calls it "one of the most important town of Udham Singh Nagar district of Uttarakhand state".
