Since this was issued... and kentucky had a union AND confederate government... and the confederates captured the state capital... and Kentucky was never re-admitted to the union, doesnt that mean Kentucky is technically not part of the United States? —Preceding unsigned comment added by Pangeanempire (talkcontribs) 21:26, 29 August 2010 (UTC)[reply]

The "Confederate government" of Kentucky had no actual constituency, and basically existed only on paper. It only ever "controlled", even nominally, the parts of Kentucky that had been conquered by the Confederate army. The pro-Union government was the legitimate government of Kentucky for the entire duration of the war. 24.214.230.66 (talk) 01:35, 31 July 2011 (UTC)[reply]
