"Born in Chepstow..." ?

The 1846 birth index has her born in Chepstow. However, according to the 1851 census, Kate B. Trotter (sic), the daughter of Benedicta and Theophilus Trotter, a colliery proprietor, was born not in Chepstow but about 9 miles away, in England rather than Wales, at Lydney in Gloucestershire, where they lived. In 1861, they lived in Aylburton, a village near Lydney, also in Gloucestershire, and in 1871 at Newnham on Severn. It may be that she was born in Lydney but, for some reason, registered in Chepstow.
