Hi Lime,
The two are inherently related, with the original JR axioms being heavily inspired by PSC. Indeed, the generalization of PSC to weak rankings by Aziz and Lee listed in the PSC article is equivalent to PJR, when restricted to approval preferences. However, for something like EJR there is no known equivalent in the ranking world so far, so I would not say the the justified representation axioms are "just PSC". So, does "Justified Representation" mean just the PSC-like axiom, or is it a broader name for all these axioms taken together? @Erel Segal

It's a bit difficult. I would personally say that all these JR, PJR, EJR axioms present in this article are in the "Justified Representation" type of axioms (as like a class of proportionality axioms for approval voting). However, something like priceability (introduced in the paper which introduced the Method of Equal Shares) has a different flavour than those "JR like" axioms.
