Lagman
[edit]Because Lagman was appointed while Congress is in session, then her appointment is valid and constitutional, but she cannot assume office and receive salary, until confirmed, unlike Raul M. Gonzalez etc. who were appointed ad interim or while Congress is not in session. So, the President wants to be sure that she will be accepted first by the politicians. But of course, the vacancy of Victorino was filled-up.
- "We just received Justice Lagman's nomination papers," said Gullas, head of the House contingent to the bicameral Commission on Appointments, in a statement. Gullas said Lagman would fill the JBC post rendered vacant when the four-year term of retired Sandiganbayan Justice Raoul Victorino, who represented the private sector in the JBC, expired.
