Only one Josip Metzger?

Per this there was a LtCol Josip Metzger who served under Franz Conrad von Hötzendorf as chief of the Operations Bureau from 1910; he was promoted to MajGen and commanded the 1st infantry. From this he was mentor to a group of younger officers. This all appears very consistent with Metzger's confirmed history/activities, however:
- I've nothing at the moment that ties the one period to the other.
- Age ~27 seems a bit young to be promoted to LtCol.
- There's sources which state he was a captain in 1919.
- Another source states that he was LtCol in 1941 (in which case he was reduced in rank -- although he was 58, so that might not be unexpected).
