After reviewing the article, I have to ask about this sentence:

Despite his opposition of many reforms, he nonetheless played a major, if perhaps not necessarily intentional,[11] role in the passage of the Free Royal Cities Act in April of 1791.[12][13]

I hope this clarifies the situation. The sources, IIRC, somewhat vary on the specifics.
