I read: Because of the lengthy term leading the department of public works engineering and architectural division, the scope of public building undertaken in Dublin during his tenure as principal architect, Owen is principally known for the mark he left on the architecture of Victorian Dublin. Does this mean (and if so might this be better rephrased as) something like the following?
