World leaders in sub construction

The article states "having been world leaders in sub comstruction during WW2". I tagged that as dubious... Japan did indeed employ a lot of subs, and had probably the widest variety of any country. Not to nitpick, but what do we mean by "world leaders"? Total numbers built? (that would be Germany I believe). Technology? (Germany again...Japanese subs had long range,and a few were quite fast. But they were slow to dive, easy to track w/ sonar, and maneuvered sluggishly, compared to other countries' subs)...Japan may've been a 'world-leader' in subs prior to WW2, but they accomplished little w/ their subs during the war.
