As part of the US Public Policy WikiProject, I will be working on this article and see if I can improve the introduction. I will be looking forward to your comments Bmw 1986 (talk) 16:30, 7 April 2011 (UTC)[reply]

I have just added a whole new introduction. I hope that the objectivity of the introduction is no longer an issue. Much of what the previous introduction said was taken from a UNHCR research paper.
