Necessary?
[edit]Is this really necessary? A list of (predictable) reactions, with sympathy thrown in at the appropriate places? (And why limit it to governments and supranational organizations?) What does it matter, now or twenty years hence, what Belgium's response was to a bombing half a continent away? Should Belgium's response be included in Foreign relations of Belgium?
