[edit]I know there are papers and book chapter out there that use and at least briefly describe the theory of informational autocracy. I encourage reviewing Google Scholar results and screening out the many theses/dissertations/conference papers/preprints. Chapter 8 of Formal Models of Domestic Politics has a section on IA. This analysis piece from the Washington Post is independent of the theory's authors and gives a one-paragraph explanation before using IA to analyze Belarus.
