I've taken the print references on good faith in terms of notability and created the article, but there are a few issues with it. First is NPOV - words like "great" and "precious" don't fit Wikipedia's encyclopaedic tone, nor does the excessive use of honorifics, nor asserting that someone is a "reincarnation" without qualification (e.g. "In line with Buddhist doctrine, XYZ is believed to be the Nth reincarnation of..." would be better). All the specialised terminology also makes it difficult to read for the uninitiated, especially since there are few internal links.
