Wind shear vs. insufficient ocean heat content

The article says that the weakening of Florence as it approached the US coast was due to wind shear, citing the NHC forecast discussion. The final report however does not mention shear at all and only cites the formation of a cold wake and eyewall replacement cycles; I am not sure how to interpret Figure 4.
